The SRC Order Force is underequipped for dealing with a city of Griton's size and although their masked leader, Sun Sunrei, is known for being straight laced and by-the-books, his soldiers are not entirely on the same page.
They say the Black Ax gang is the real power in town. There's a new upstart White Ax gang with a do-gooder bent. Theyve been at each others throats in recent years and fight publicly in the streets.

He gave sober advice to a foolish young lord and his suggestions were routinely ignored and he was always praised and he was unhappy and when he had saved enough, he left on good terms with the Ohan court and bought a ticket home where he was a socialite for a time and performed philanthropic acts before withdrawing from the public sphere.
    He will write someone into his will if he believes them to be a true hero and do-gooder. He will die in 2d6-2 years and the inheritor will receive d6666$ + a brooch of warding (stops ANY and ALL spells (friendly or otherwise) cast against/upon its wearer, Test your Luck or the brooch is broken and no longer effective).

X. AX TOWN

1 The MAGNUM GATES and Spiralline Rail Station

Entrance to GRITON. The Station is operated by 5+1d3 (6-8) guards at any time and they are generally pissed off about some delay or the recent terrorism. They hassle everyone who comes thru. Comely ticket takers and staff from the capital clearly spend little time in Griton.

The Gates are GIANT GOLD stacked children's blocks.

2 Tannery Lane

Bil Zifton rocks the tannery, shouting poems of his own creation as he works. He's mentally ill, clearly, and demands piss and monkey brains and other strange things in order to tan his animals.
His tannery is on White Gang territory, he respects them. Bil works with Stev, Lanz and Fredt.

2 Back Offices
Almost like a legitimate office. 2d6-2 nerds are punching numbers at 10 seats.

3 Torture Room
Behind the office is a soundproof room. 4-in-6 it is occupied by some poor sap. The torturer is named Yummy Joy and he loves to hurt people.

6 Monastery.

The Temple of the Bloodred Church lies in Northern Ax-Town, near Gills. It is considered neutral territory in the Gang War. Built in concentric half-rings representing different levels of spiritual attainment. If you make it into their good graces, a Priest will measure your spiritual level and determine where you belong in their order.

1 The Yard.
People from around the city come here to be fed or just to relax or for guidance and so on.
2 The Empty Hall.
Here initiates learn The First Virtue (Patience). They sleep on the cobblestone floor and pull nails from the poles. They are not fed but leaving the Monastery at this stage is grounds for expulsion. Some definitely pass out and some are rumoured to die. At some point, a priest will arrive to bring them deeper into the Monastery.
3 Lacrimarium.
Where one confronts their darkest parts and is granted forgiveness thru bloodletting.
4 The Chambers of Good Works.
A place where toys are made for orphans, blankets are knitted, and food gets made. They serve the community directly and are the ones who go into the Yards and do other outreach.
5 The Sanguine Library.
Here is where the High Priests hang out. They sometimes meet the Living God and enact his will but mostly they tend to ecumenical matters, and often travel to spread the faith.
6 The Appleseed Penetralium.
Only the Living God Yohannan Killerman and the Chosen Gifted may enter this room. If you accept Yohannan's offer, gain Vampirism 1. You cannot disobey your sire and if he dies, so do you. Yohannan can send a psychic message to you at any time, as long as you are fed and not suffering negative modifiers as a result of ignoring your vampiric hunger.

THE SITUATION:

A Powerful Man named Moon Monsoon runs the Black Ax Gang, and he controls Order Force from the shadows. The White Ax gang has no official leadership, starting from a youth center, and spiraling out of control when it lost funding. The White Ax gang has less territory than the Black Ax gang, only truly having a foothold in Gills and half of Ax Town. Gills is HOTLY contested. They also run the docks of Fat Lake. The Black Ax gang has pretty much everything else.

There are undead in the sewer! Its forbidden to go and the sewer grates are SUPER HEAVY.

TRANSPORTATION

Getting around in Griton is as easy as one is wealthy.

Walking. Anyone can walk, for the most part. It costs nothing. Unluckiest rolls for encounter. 4d6 times two minutes to quickly cross a zone.

Wings. Wings are rented at the base of Wingtowers. Pay your 360$, Climb to the top of the tower, spread your wings and fly to your destination! Just leave them on the ground, as there is a job in it for the young street urchins who pick up discarded Wings and bring them to the nearest tower. There is No Encounter getting to your destination from the sky. Make an Ability Test against the wind to fly correctly, and on a failure test your luck. If youre lucky, you land and otherwise, whatever you have failed by is half as many meters as you plummet to the ground. It takes 2d6 times ten minutes to climb the tower/wait in line.

Destrier Cab. Carriages pulled by monstrous beasts of burden. Pay the driver 1000$ to cross a zone. They refuse to go to real shady places without a fat tip. There is no encounter in a Destrier Cab. 1d6 minutes to cross a zone.

When we travel areas test your luck to avoid an encounter! There is always assumed to be 1-3d6 civvies around, depending on the encounter or lack thereof. Griton is packed and youre rarely completely alone.
